* WHAT...Northwest winds 30 to 40 mph with gusts up to 60 mph expected. Blowing dust may also reduce visibility making driving difficult, especially along Interstate 70. * WHERE...Barton, Ellsworth, Lincoln, Rice, and Russell Counties. * WHEN...From 2 AM to 6 PM CST Thursday. * IMPACTS...Damaging winds will blow down trees and power lines. Widespread power outages are expected. Travel will be difficult, especially for high profile vehicles. Blowing dust will reduce visibility, making driving difficult, especially along I-70.
